Technical Experts for USAID – ASEAN-U.S. Partnership for Good Governance, Equitable and sustainable Development and Security (ASEAN U.S. PROGRESS)

Chemonics International, a leading international development consulting firm, seeks technical advisor candidates for the anticipated USAID funded ASEAN-U.S. PROGRESS project, based in Jakarta, Indonesia. This expected program seeks to support and enhance ASEAN’s capacity to advance good governance and regional security, and to promote equitable and sustainable human development in Southeast Asia in line with ASEAN Political-Security and Socio-Cultural Blueprints, as well as the ASEAN-U.S. Enhanced Partnership Plan of Action. Political-Security Community Advisor

Responsibilities include:

From project office in Jakarta, working closely with counterparts at ASEAN Secretariat, develop and implement technical assistance and training activities in ASEAN member states in support of ASEAN’s Political-Security Community Blueprint, including public-private sector dialogue, promotion of human rights, and cooperation to combat transnational crimes and non-traditional security threats. Develop and draft SOWs for, and recruit and oversee, short term experts/ consultants. Develop and carry out training and conference activities.

Socio-Cultural Community Advisor

Responsibilities include:

From project office in Jakarta, working closely with counterparts at ASEAN Secretariat, develop and implement technical assistance and training activities in ASEAN member states in support of ASEAN’s Socio-Cultural Community Blueprint, including activities to protect women’s and children’s rights, improve disaster management, and build capacity and quality of science-based policy making. Develop and draft SOWs, and recruit and oversee, short term experts/ consultants. Develop and carry out training and conference activities.

Secretariat Advisor

Responsibilities include:

Based in Jakarta (possibly at ASEAN Secretariat), develop and implement technical assistance and training activities to support ASEAN Secretariat’s facilitation and support of ASEAN’s three pillars and its implementation of other blueprints and plans, particularly in areas of project management, capacity for outreach, and use of ICT. Develop and draft SOWs, and recruit and oversee, short term experts/consultants. Develop and carry out training and conference activities.

Qualifications for the above positions include:

  • University degree in political science, international relations, development, economics, human rights and related fields required; graduate degree preferred.
  • Ten or more years experience in ASEAN region in management of donor-funded projects, development, and/or policy making in political and security areas or socio/cultural areas.
  • Experience working with ASEAN or other multilateral organizations in ASEAN region strongly desired;
  • Experience working on USAID or other donor-funded projects strongly desired;
  • Excellent interpersonal and managerial skills.
  • Fluent English required, and fluency in one other ASEAN language preferred.
  • Willingness to travel regularly throughout ASEAN region.
