CONSULTANT: INFORMAL JUSTICE SYSTEMS CONSULTANT

UNDP Indonesia’s mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.

The goal of the Legal Empowerment and Assistance for the Disadvantaged Project (LEAD) is to increase access to justice and thereby contribute to alleviating poverty and improving governance. This is achieved by supporting legal services, legal capacity development and related development activities for the poor and other disadvantaged groups. LEAD Project is implemented in Central Sulawesi, Southeast Sulawesi, North Maluku and at National level.

Competencies

  • Experience in strengthening or working with informal justice systems;
  • Experienced in researching informal justice systems or strong familiarity with informal justice systems in Indonesia and preferably good knowledge of best practices in Indonesia and the Asia region;
  • Strong familiarity with the human rights based approach for disadvantaged groups and its application to informal justice systems;
  • Strong training, facilitation skills, especially with civil society organizations;
  • Strong oral and written communication ability;
  • Experience with desk reviews, FGDs and with working with CSOs;
  • Knowledge and experience in working on improving access to justice and pro-poor justice sector reforms;
  • Fluency in written and spoken Indonesian and English;
  • Experience in the usage of computers and office software packages.

Required Skills and Experience

  • A postgraduate degree, preferably in law, human rights or social sciences.
  • At least 6 years of relevant experience at the national level social development projects, preferably related to access to justice.
  • Native speaker in Bahasa Indonesia and English with excellent written communication skills.
  • Ability to write reports, make presentation, provide training, etc.
