Background
The Government of Indonesia’s (GOI) National Community Empowerment Program (PNPM) aims at alleviating poverty, strengthening local government and community institutions, and improving local governance. Based largely on the success of the community-driven Kecamatan (Sub-District) Development Program (KDP), PNPM provides the basis for a national policy approach to community-based poverty reduction.
The PNPM offers a unique opportunity to promote gender equality and empower women. The core program integrates several activities and requirements within the operating procedures that are aimed at ensuring women’s participation in the project. A review of gender in CDD programs in Indonesia undertaken in 2006 at the request of the Coordinating Ministry of People’s Welfare looked at lessons learned from ten years of experience of how women were being involved in the projects and contributed to the design of the core PNPM program. However, very little work has been done to look at the impact that the CDD projects have had on women’s empowerment or gender equality. In coordination with the relevant government departments, a study will therefore be initiated in Indonesia to gather evidence on the impact of CDD in this respect. This study will also contribute to a regional initiative that the World Bank is undertaking in several countries in the region to assess the impact of CDD projects on women’s empowerment and gender equality with the objective of sharing experiences between countries.
The 2006 review of Gender in CDD projects also identified that the core CDD programs provide an excellent vehicle to link programs to that address the needs of specific groups of women. The World Bank is supporting various departments of the Government of Indonesia to develop such programs within the framework of PNPM. Among these programs are the projects funded by the Japan Social Development Fund to work with Female-Headed Households, Empower Female Migrant Workers, and a Papuan Women’s Empowerment Project.
Objective of Assignment
The purpose of this assignment with the Social Development Unit is to help coordinate and manage the various programs related to gender. This would include five Japan Social Development funded activities working with female migrant workers, female-headed households, and women’s empowerment in Papua. There is also an analytical piece of work looking at measuring the impact that CDD projects have on women’s empowerment.
TASKS AND RESPONSIBILITIES
(a) Coordinating with government departments, project teams, World Bank task team leaders, and the PNPM monitoring team.
(b) Assisting in the identification and contracting of the study teams, including contributing to TORs, and coordinating with the responsible and procurement staff;
(c) Arranging meetings and workshops between key stakeholders to ensure a consultative and participatory process in developing the methodology and getting feedback into the report preparation;
(d) Assist in dissemination activities including launching, workshops, and printing of the reports and other information.
- Provide assistance in managing specific activities for women linked to the PNPM project, especially, but not limited to, the JSDF grants for Female-Headed Households, Empowering Female Migrant Workers, and Papuan Women’s Empowerment Project. Assistance includes:
(a) Coordinating between the financial management, procurement staff and the TTL, and liaising with the lawyer as required;
(b) Coordinating with the implementing agencies and grantees, and providing the link between them and various staff in the Bank;
(c) Participating in meetings and discussions and coordination with other stakeholders as required by the TTL.
(d) Supervise the programs on a regular basis to ensure that activities are proceeding according to agreement and schedule.
The outputs of this assignments are: (i) monthly brief summary reports on progress of the impact evaluation activity, the JSDF activities, and any other progress made; (ii) draft ISRs and other reports as required by the World Bank; (ii) draft pre-concept note for a possible initiative migrant workers work into PNPM; (iii) BTOs and field reports from progress review missions.
About 20 percent travel outside of Jakarta is expected in carrying out these activities.
Timing, Location and Reporting To
This position will be based in Jakarta and is part of the Social Development Unit. The assignment will start as a 150-day Short-Term Consultant (STC). The work is expected to begin as soon as possible. The overall Task Team Leader for this position is the Operations Manager and Sector Coordinator for Social Development.
