About the Indonesia Program/Background to the position
Australia is the largest bilateral grant donor in Indonesia, spending approximately AUD$450million per annum supporting Indonesia. A large proportion of this support is targeted at the sub-national level and includes significant investments in health, education, infrastructure, Indonesia’s national poverty reduction program (PNPM) and direct support to local governments and communities to more effectively utilise resources available to improve service delivery and reduce poverty under the decentralised system in Indonesia.
Poor service delivery in many parts of decentralised Indonesia is due to a lack of government capacity to efficiently and effectively manage available resources, particularly amongst provincial and district governments. While in principle the main elements for efficient service delivery are already in place, many local governments are only just developing an understanding of how to allocate public resources effectively and in ways that respond to communities’ needs.
The scale of decentralisation is enormous, with over two million public service positions transferred from the centre to sub-national governments, and districts being given the responsibility of managing around 40% of public expenditure in Indonesia (up from about 12% in the mid 1990s). These large and relatively recent decentralisation reforms mean it is important to support the various stakeholders in formative years to ensure decentralisation succeeds.
In this context, the Australian government bilateral aid program, the Australian Agency for International Development (AusAID), is seeking an Indonesian national to provide high level management input to: deepen its understanding of decentralization issues and advise across its significant portfolio of work at the sub-national level; to assess how to make better strategic choices and interventions for better development outcomes; improve working relationships at all levels of government (central, provincial and district); and directly oversee the management and implementation of a range activities aimed at supporting local governments fulfill their mandates and communities to engage in a decentralised democracy in Indonesia.

The Director for Decentralization will report through the Chief of Operations to the Minister-Counsellor (Head of AusAID, Indonesia).
Occupational Experience
Substantial experience in the area of decentralisation in the Indonesia context with strong leadership, management and communication skills
Terms of Employment
This position will be filled as an overseas based employee of AusAID. The position is for an initial period of 12 months with the possibility of an extension of an additional 24 months.
The successful applicant will be required to travel regularly.
An attractive remuneration package and conditions of employment will be negotiated commensurate with the demonstrated experience, expertise and skills of the successful applicant.
